J&K Govt not to conduct fresh appointments under SRO-202

Dogged by controversial recruitment policy

  • The SRO-202 was issued by the PDP-BJP government under the chief ministership of Mufti Mohammad Sayeed on June 30, 2015, making it mandatory for the newly recruited employees to undergo probation for a five-year period on a paltry sum compared to the salaries and perks of their counterparts recruited before the issuance of the SRO.

In a major administrative decision, the Jammu and Kashmir Government today decided not to conduct any fresh recruitment under the controversial Statutory Rules and Order (SRO)-202 which was introduced by the PDP-BJP government in 2015.

The decision in this regard was taken during the Administrative Council (AC) meeting chaired by Lieutenant-Governor GC Murmu held at Raj Bhavan.

The SRO 202 was issued by the PDP-BJP government under the chief ministership of Mufti Mohammad Sayeed on June 30, 2015, making it mandatory for the newly recruited employees to undergo probation for a five-year period on a paltry sum compared to the salaries and perks of their counterparts recruited before the issuance of the said SRO.

During the period of first five years, the appointee would be entitled to the minimum scale of pay along with the grade pay applicable to the post against which he was appointed. Every appointee after the completion of five years period on probation would be entitled to the fixation of pay in the time-scale of pay applicable to the post against which he was appointed.

J&K had been witnessing protests since the notification of the SRO with warring groups describing it as “anti-youth” policy and demanding its revocation.

The UT administration has termed the move of the Administrative Council as a “historic decision” and “massive step toward employee welfare”. The probation period of old appointees was reduced from five to two years.
