DG IMPARD presides over valedictory function of two training courses

SRINAGAR, JUNE 29: Director General, J&K Institute of Management, Public Administration & Rural Development (IMPARD), Saurabh Bhagat today presided over the valedictory function of two training courses here at IMPARD Srinagar.

These include three-day Training Course on “Post Disaster Reconstruction and Rehabilitation” coordinated by Dr. G. M. Dar, Associate Professor from and two-day Orientation Training Course on “Redressal of Public Grievances” coordinated by Dr. Khurshid-ul-Islam, Associate Professor.

Speaking on the occasion, Saurabh Bhaghat said that previously the grievance redressal mechanism consisted of written complaints which received scant response for various reasons. He said the situation has now changed since the inception of JKIGRAMS (J&K Integrated Grievance Redressal & Monitoring System) in pursuance to the LG Mulaqat Programme (of 2021) wherein the Lt. Governor observed that all the Departments of the UT should strive to ensure timely and quality disposal of grievances for which proper technology should be deployed so that human intervention in the Grievances Redressal Mechanism is eliminated to the maximum extent possible and grievance is redressed within reasonable time. In this connection online submission of grievances on one integrated grievance portal (JKIGRAMS) for all Departments has proved to be a success story and the common man has become more satisfied.

Saurabh Bhaghat informed the participants that J&K IMPARD has launched a comprehensive series of programmes for capacity building of 20 thousand Nodal Officers of various Departments so that the success story of grievance redressal through JKIGRAMS is sustained.

Speaking about Post Disaster Reconstruction and Rehabilitation, the Director General IMPARD said that India is a disaster prone country and Disaster Management in all its aspects is a priority with the Government. He said that it is incumbent upon the people and the Government functionaries alike to respond to disasters as and when they hit. For that Disaster Preparedness is important.

He further said that once the disasters strike, it is important for Disaster Management functionaries to provide immediate relief to the disaster hit populations, save as many lives as possible, and then rehabilitate them through reconstruction programmes. The rehabilitation and reconstruction programmes may take years. But sustained efforts always pay dividends.

He said that J&K IMPARD has been at the forefront to Disaster Management efforts in that it continuously trains Government functions and prepares as to how to respond to disasters.
